This site uses topper for a layer that states a thickness and adds inches, and pad for a quilted cover that states a pocket and goes over the whole stack. The listings do not keep the words apart.
Across the 23 topper and pad listings, fourteen use the word topper and fourteen use the word pad, in the title or in the description. Five use both, and two of those put both in the title itself.
Published rules keep the two apart in their own terms. The eCFR text of 16 CFR Part 1632 defines a mattress pad as a thin, flat mat or cushion, or ticking filled with resilient material, for use on top of a mattress, and 16 CFR Part 1633 lists mattress pads and mattress toppers separately among the items its mattress definition leaves out. Those definitions belong to those standards and are used here only to show that the words name different things.
Because the words cannot carry the difference, the catalog is filed by build: a stated thickness puts a listing with the toppers, and a quilted cover with a stated pocket puts it with the pads. Niagara Sleep Solution has listings on both sides of that line.
What goes wrong
Buying by the word. A listing titled topper can be a quilted cover with no thickness, and a listing titled pad can call itself a topper as well.
What the listings do not say
Which build the word refers to. The dependable signal in these listings is which number they state: a thickness, a pocket or neither.
